Minimum Quantity enforcement

I have a minimum quantity of 4 defined in Product/Data for my products, but it is not being enforced. When you go to the item, the Qty field has a 4 in it, but you can change it to a value less than 4 and it will add to shopping cart. If I remember correctly, when testing in 2.x, if you changed to less that 4, you got an error message. Ideas? Thoughts?
