Because I solve in catalog/view/theme/default/stylesheet/stylesheet.css.
It can't change design.
I test in xampp.

Well, Beginner, if you would have been reading the Beginners-Pages,
you would know, that many different OC Versions exist, and even more Themes,
not to speak about other Extensions.
But on a technical Place, like here, we need Facts and Figures, as mentioned
on the BEGINNERS Pages, then, you enable yourselfs, to be taken Note of.

but I have no such version installed and could therefore not check.

Just to mention it, after doing any changes on existing Code,
ALL Cached Content of VqMod- and OcMod Extensions needs
to be cleared out first, before changes become visible.
That's all I can do for you, since I don't have your Version installed.

not switch off VqMod Caching as well, by default at least. So, if you use VqMod too,
then make sure first, to also have it's vqcached Files removed, before checking for
any Front Side Changes !

If not changed try clearing cache once if you are using default opencart

css files are not cached host-side, they are cached browser-side so clear your browser cache.
Everybody who already visited your site will remain to see your old menu colors until they clear theirs or the browser cached css file expires, whichever comes first.
