my question is how to make TOP MENU BAR looks in a average area. like

This is how "I" would do this:
edit:
stylesheet.css
find
#menu .nav > li > a {
color: #fff;
text-shadow: 0 -1px 0 rgba(0, 0, 0, 0.25);
padding: 10px 15px 10px 15px;
min-height: 15px;
background-color: transparent;
}

Play with these numbers until you get what you desire.

opencart-3.0.3.2\upload\catalog\view\theme\default\stylesheet\

Everything seems great! ;D
