The region / state sometimes shows as my region, not what the customer enters.

For example.
My address in admin settings

John Smith
55 Test Street
Test Town
Test Region
PP11 9GG


Customer Address:
Joe Bloggs
11 Sunny Road
Sunny Town
Sunny Region
TE83 6DP

Order comes through as:
Joe Bloggs
11 Sunny Road
Sunny Town
TEST REGION <<<<<<<<<<<<<<<------------------------------------------ (My location, not the customers.)
TE83 6DP

It's been an issue for 6 years since OP1 now using OC3, using both PayPal Pro and PayPal standard.

Since you are declaring an incident request as being persistent, the precise OC version should be addressed implicitly.

it used to be 1.5.6.4
although a delveoper fixed it years ago, but didn't say what the issue was.
however since upgrading to 3.0.3.2 it's back again.

look for this line instead in the TWIG file rather than the TPL file:

I don't mean to sound ungrateful or rude, but why do people on here be as vague as possible.
The page you linked me to tells me to look for this file.

catalog/view/theme/journal2/template/journal2/checkout/address_form.tpl

You obviously say look for the twig version.

catalog/view/theme/journal3/template/journal3/checkout/address.twig - This?

You say look for this code:
if (json['zone']['zone_id'] == '{{ zone_id }}') {

1. That code doesn't exist.
2. Then what, even if I found it.

You are using one of the worst web themes, which clashes with many other 3rd party extensions.

Your 2 choices are:
1) Ask the author of Journal to fix it
2) Test it with the OpenCart default theme
