OpenCart 3.0.2.0 Geo Zones Bug?

I created several Geo Zones, Used for my payment and shipping module.

But when the customer is checking out, the following error message often appears.
Warning: No Shipping options are available. Please contact us for assistance!
Or
Warning: No Payment options are available. Please contact us for assistance!

Has anyone encountered the same problem?

My Geo Zones settings:

For Taiwan

Payment Method
Bank Transfer (台灣地區)
速買配SmilePay 虛擬帳號即時銷帳 (台灣地區)
速買配SmilePay 線上刷卡 (All Zones)

Shipping Method
Category & Product-Based Shipping - 郵局 (台灣地區)
Category & Product-Based Shipping - KE 嘉里快遞 (台灣地區)
速買配SmilePay 超商純取貨 (台灣本島地區)

For International sales

Payment Method
PayPal Payments Standard
速買配SmilePay 線上刷卡 (All Zones)

Shipping Method
Category & Product-Based Shipping - EMS (外銷專用)

I believe I have set up Geo Zones correctly.

I often see this situation, But when I clear the cache file, I can read the correct payment and shipping method again.

Where's the problem, in this case? Posted in the Bug Reports, not a bug.

When my default country is Taiwan, I often can't find a payment method, when I want to checkout.

I need to choose other country first, I will be able to choose Taiwan later and see the payment method.

This means that this issue often happens regardless of whether I am a login account or not, I don't know what this means.
