OpenCart 3.0.2.0 PayPal Payments Standard Guest Checkout bug

I had been experiencing an issue with PayPal Guest Checkout ("Pay with Debit or Credit Card" without logging into a PayPal account) not allowing users to complete their order in the PayPal shopping cart. It turned out that the PayPal Payments Standard payment extension wasn't sending the state code (and PayPal silently fails checkout, instead of warning the user about the incomplete address).

See the description of the issue under OpenCart 2.3.x. I have confirmed it under 2.3.0.2 as well as 3.0.2.0. I have submitted a GitHub issue and pull request that fixes it for 3.0.x (see https://github.com/opencart/opencart/issues/5861).

Is there a fix for this that I could follow? mine is not working.

The solution is posted ... right above. If yours is not working after applying this fix, then you are reporting a different issue with PayPal as your post needs to be elaborated.
