Opencarts Home page layout

The open cart home page is excellent. That latest news feature is cool. also the Demo, Support and Documentation icons in the middle is very keen as well. The slider with an image to the left and content to the right is awesome too. Is the Opencart home page a template? or extensions... can i do that kind of stuff "Out of the box"? I want that functionality in my admin area. Screen shot attached. Thanks in advance. Scot
