Pretty much as the title says. There are two tpl's, one for orders and one for transactions. The admin section also has separate place for each. What are the differences and or uses of the two?

There is no tpl for order, and no tpl for transaction. What tpl's are you talking about?
You have to be literal here. order.tpl does not exist nor does transaction.tpl

category -> view -> theme -> default -> template -> account -> transaction.tpl and order_info.tpl, order_list.tpl

I see that after making a purchase you can click on my account -> my orders, this shows a list of your orders, so it will be order_list.tpl, then choosing any one of the orders will bring you to order_info.tpl. I just don't see what the transaction page is for. When would it be used?

I never knew why it was called transactions. Makes no sense. However, like he said...store credit.
