I'm trying to create custom HTML pages in the shopping cart. I see that you can edit the source code for an Information page in the admin, but are these Information pages separate template/php/html/etc (you get the idea) files? I'd simply like to edit the page outside of the admin's source code editor.

If your referring to the actual copy of the page, that information is stored in the database. So you will need to edit it within the control panel or in some other mysql database administration software like phpmyadmin (It's easiest if you just use the tool provided in the control panel).
If you want to edit actual templates or portions of a template, you would edit the tpl files. However, don't edit the original .tpl files but rather create a copy of the default template set and name it mycustomtheme or whatever. Then edit the tpl files within the custom theme. In the backend - store settings, don't forget to change the settings so the store will use your custom theme.

So how does one actually change a page on the database?? Above topic being the only one I've found on the issue.
I've created a blank 'information' page to use as a blog and now I want to use this page as a template, retaining layout and links and implement my own html to change the main content. I thought this would be an easy job, in theory, but I can't even find the dam file on the database.
any help would be great.

From the sound of it, you're looking to create a different layout or 'theme' which can be done without database manipulation. (You will need to change one dropdown in the administration area once the theme is ready.)
Probably the best place to start would be this page.

Perhaps my explanation of the issue wasn't quite clear. I've already set up my theme which I have and am happy with. I know I can change the .tpl files but these changes are applied accross all pages and I simply want to edit just 1 specific page. How does one go about this?
