Shipping Check out issue

hi all
I'm new to open cart , My website is giftshop and i need support to add gift recepcient information page before step 2 in checking out and change the following sentence 'Please select the preferred shipping method to use on this order' to 'please select the shipping zone"
Would you please help me ?

I have found the code page to edit mentioned sentence , but still in need to add another page for gift receiver information
