Move comments field to first or last step?

I've removed many options for the customer for our online catalog solution made out of 1.4.9.3. We don't publish pricing or do payments online.. It's purely to allow people to contact us regarding our products.

My question is.. because the comments field is in the step 2 (payment), how do I move this to be either in Step 1 (guest checkout) or the confirmation step (review your order/contact before submit)?

We want to have the comments there, as since this is a catalog, people browsing the site will have questions about the products they've added to their cart, and we want to allow people to ask them.

I tried moving some code from Step 2 to the final step (which is where I'd really prefer to have it - customers can review their list of items and add comments on the same screen.) but got an error that text_comments variable was undefined.

You can browse the site at http://www.pothierenterprises.com to get an idea of where I'm at currently. Feel free to submit test cart checkouts if you like, just put in opencart test for a name so I know it's one of you fine folk! ;D

Thanks

Is there no one that can help? I am not a PHP expert but I do have programming experience, I just need some guidance as to moving an entry field to a page that does not expect any entries.
