[1.4.9.1] Tax Not Displayed If Not Logged In

I wonder if anyone can point me in the right direction...

If I browse my shop without logging in, and add a product to my basket, the price is shown with subtotal and total... but NO VAT.

If I go to my shop, login, then add products to my basket the VAT value is shown as well as the other totals.

In system settings set Display prices with tax to yes
