In Belgium product prices in orders at checkout should be displayed without tax first, then the tax is added, then the total including tax is displayed. In the shop however all prices should be displayed incl VAT.

Lets say an ipod costs 100 € excl. VAT (21%).
In the shop the product should be displayed as Ipod (121€)

At Checkout it should be displayed as:
product name (ipod) - quantity (2) - unit price excl vat (100€) - total excl vat (200€)
subtotal: 200 €
shipping: (free)
vat (21%): 42€
total: 242 €

Instead of:
product name (ipod) - quantity (2) - unit price (121€) - total (242€)
subtotal: 200 €
shipping: (free)
vat (21%): 42€
total: 242 €

How can I make the prices at checkout, in emails etc. appear excl. tax and incl. tax in the shop?

Tax is related to Geo zones, so you can't display Tax on a product without connecting it to a Geo Zone.
What you need can be custom coded, there is no default feature for this.

I guess people in other countries want this to be displayed the same way.
Anybody know how to do this properly?

I modified order.tpl but this only works for e-mails and it is dirty coding:
