shipping all over world except 3 different country

Hi... Everyone. i need a shiping method (rate) which is available to all countries. but in this shiping system have 3 or 4 countries are not included.
this 3 or 4 countries , i made a different shiping rate. so, i need this exception.
please.. any idea, how can i do it??
