[solved] Customer > Mail and get the Permission Denied

Yeah I know this has been covered 7000 times. But here's where mine differs:

I go to Customer > Mail and get the Permission Denied.

But I also get this message when I go to Users > User groups. I figure I need to change it in the DB, but what do I change it to?

I assume these are the values that I need to change, but I have no idea what to.
