While we are would not be required under EU regulations in some cases, the same cannot be said for all and even then we may still adopt this regulation if it has not already been done.
The bottom line is that it affect every business that is servicing an EU customer no matter where your company/website resides. This is the same with the GDPR also.
It's all about protecting EU citizens online and I'm sure there will be many more regulations that will further affect the internet and its patrons.

None of the extensions that come with OpenCart 3.0 will have 3D Secure 2.0 support, because it was released before that was available. You'll have to download any extensions from the marketplace to get 3D Secure 2.0 support. I don't believe the OpenCart team has released a Realex extension that does that, but there are some paid ones that might have 2.0 support.

Having just got the extension "PayPal (Powered by Braintree)" to work with 3-D Secure (it's on a test system but we put a real transaction through using one of our own CC's) .....
Does this extension use 3-D Secure ver 2.0 - it's opencart version 3.0.3.2 downloaded in June?
I'm assuming it doesn't. Will there be an updated version soon?

No, the built-in Braintree extension does not support 3D Secure 2.0, because it was released before that was implemented by Braintree. I can't say if or when the OpenCart team will update their extension, but if you need one before the September deadline, my
Braintree Payment Gateway supports 3D Secure 2.0 for SCA compliance. It uses the Braintree Drop-in UI so it looks a bit different than the built-in one, but it also has some features that it doesn't have. I also have a Pro version if you're interested in other payment methods like Apple Pay or Google Pay, or advanced subscription functionality:

Last information regarding PS2D: on demand and pressure of a few countries, the date of the 14th September 2019 is not valid anymore.
Austria, France Germany, Great Britain and Italy hat already postponed that regulation

All redirect payment solutions should already have something in place by the deadline if they haven't already, those most likely to be affected or miss the deadline are those that take payments directly on the website using their built systems.
Ive seen more and more websites using their banks own solution so it seems things are progressing for most businesses.
As it has always been, if you process payments through your own merchant account, its your responsibility to implement it. If you use a third party payment processor, its the processors responsibility to implement.
With that said, as a store owner you will need to make sure that you can continue with your payment processor after the deadline. If they don't implement the changes by the deadline then you will need to find another solution.

The UK announcement says that the deadline is still 14th september.
But it also says that where evidence is provided that steps have been taken to comply, no action will be taken. So if a company takes no steps then on the 14th they are liable to prosecution.
I cant read the others but I assume they are along the same lines.

But I can, and for sure that in Germany and Austria the deadline 14. Septemvber 2019 is not available and therefore postponed - no new date when it will be intruduced.
May more Countries will follow before the 14th of September is coming nearer ..
Because, why is this possibe?
Simple: each financial authority of each member state (bank) of the EBA (European Banking Authority >
https://eba.europa.eu/) has an option against such regulations like the PS2D is.
Their argument: not enough time (which is completely nonsens .. they had 2 years to create such mechanism!).
And - as always - each topic has 2 sides: this decision is only valid for website payments.
Not for Online Banking where the PSD2 is also mandatory and valid after the 14. Septmeber 2019.

Thank you OSWorX, It's possible that as more member states postpone then here in the UK we may fully postpone too, but as our government is now suspended until October it wont happen before that.
Either way its good news for online traders, but whether its good news for our customers is a different matter.

Next message that the PSD2 requirement for Online Payments (Webshops) - 14. September 2019 - is postponed in some countries:
Austria, Germany, France (maybe up to 36 months later!), Great Britain.

Online payments as we know them are changing. New EU legislation coming in on the 14th September 2019 tightens regulations and requirements around the handling of payments and card data. The new legislation will be known as PSD2.
The FCA, however, have announced the legislation will be delayed for 18 months in the UK only. The organisation announced they won't be taking enforcement actions from the 14th on businesses operating in Europe, so long as they have taken necessary steps towards compliance. It can be a daunting topic so our commerce experts have broken down everything you as a merchant need to know.

I've received an e-mail yesterday from braintree quoting:
"Given these by-country nuances and an ever-evolving enforcement landscape, we strongly recommend you integrate Braintree’s 3D Secure 2 (3DS2) solution. If you do not integrate, you’ll risk increased declines on card transactions that are in scope for SCA."
