I just wanted to check 2 things
Universal Upgrade Script (supports upgrades as far back as v1.3.0)
Does this mean when I run this script, it will upgrate 1.3.2 to 1.4.7 in database as well as template? What I really mean is will this script, spoil the template?
Is paypal issue now working fine by the default opencart payment module or is it still required to add the patches that have been mentioned in the forum support?

It is difficult to understand.Saves shipping quotes to session to avoid re-quoting unnecessarily. Quotes will only be re-quoted if cart or address is changed.
