Can't install opencart V3.0.3.7 (cli)

I can't install finally at Step 3
I just uploaded opencart module, and unzip it to root folder.
If I create the DB before installation opencart, I can install opencart.
But If I try to install without DB, I am getting Error.
I am sure cli_insall.php is created DB itself. But it doesn't work.
I am using the following command :
php cli_install.php install --db*********
How can I fix this issue?
