Version 3.0.3.2 Permission Denied

We have just migrated our data over to a fresh install of V3.0.3.2
I am able to adjust some settings but when I try to add a module to a layout I am getting permission denied.
I am the only member of administrators and have made sure all permissions are ticked for the group.
Does anyone have any ideas that will help me to overcome this please.

Reset your oc_user_group table in your PHPMyAdmin console by truncating the table and copy the insert queries from your install/opencart.sql file where the oc_user_group table applies in the file. Then, ensure your user_group_id value from the oc_user_group table is relative to your user account in your oc_user table.
