While the SASS Cache has been reworked for the next OC release, it creates cache files for the TWIG files in order to optimize the query loads with the outputs. However, this will be subject to change for the next release. I would still suggest to leave it on but if you have absolutely no maintenance to work on your live site, you could also disable SASS .

the SASS cache has nothing to do with TWIG, it recompiles your bootstrap css file from scss.
