1. So the first thing is to so ask them - All I can get out of them is it was General maintence and they did move my hosting IP address

What do you mean by not showing up. You click to add an image and what?
No folders?
You can’t add a folder?
You can’t add an image?
It doesn’t open at all?
The icon to open doesn’t appear at all?
Have you checked the folders exist?
Are the old images there and you just can not upload new ones?
Is the front end still working?
Do you have an extension that effect your images?
Are you using a theme?
Did your hosting change the php version?
Have you checked your error logs?
As an example - a garage - my car doest work - what do you mean ? You turn the key and? You press the unlock on your keys and it doesn’t open the car - you can understand that does work doesn’t help much.
We could assume it was your battery, but maybe you have an immobiliser? Maybe there is no petrol? Maybe someone removed your engine?

Also make sure your config.php and admin/config.php are correctly set for DIR_IMAGE .

Check for the error_log file in your opencart root folder or in the admin folder. Since you don't understand the errors, simply post them and forum supporters will be able to provide the reason of those errors.

I would go back to my host if I were you on both issues - this might help - search google for opencart forum memory exhausted - it has been asked an answered hundreds of times. This is for OC1.5 but includes GoDaddy issues relating to this.
