Taxes being Charges in Cart for Guests Before they Login

I have trawled the forum without luck.

In my store I only charge taxes in Indiana but when customer view there cart it shows the Indiana state taxes BEFORE THEY enter their address.

I have set the Use Store Tax Address to NONE as everybody says but makes NO difference. Im concerend customer are wary of this tax charge when they are shipping to NON Indiana addresses.

Help! Driving me nuts this is. Yes I have set the taxes to work perfectly for years they have. I recently updated to Journal 3? Could that be it. Only noticed it recently.

Have you chosen `Shipping Address` in the tax classes i.e. Setting -> Localization -> Tax Classes?
