Add Document to Customer Account

Hello All!
I run a theatrical licensing company and we are transitioning one of our sites from Wordpress to our main site which is on OpenCart. One of the features I have on OpenCart is the ability to add documents to the customers "My Account" - typically contracts and licenses for shows that they have purchased. Is there a way to add another 'tab' to the customers "My Account" page where I can input links or just text?

OR - is there a way to add downloads to their download page without attaching it to a product?

As far as I know, such functionality could be only accomplished with an extension.
And such does not exist - but could be developed easily.

Anyone have an idea of who could develop this and the cost that it might be?
