OC 2.0.2.0

When logged into Admin, the following pages all show as page not found
Modules
Shipping
Payments
Order Totals
Feeds

Everything else (in Admin and on the front end) appears to be working correctly.

I've done a fresh install on localhost and there's some differences in the file structure:

localhost -
admin/controller/extension/shipping.php
admin/controller/shipping/auspost.php

live server -
admin/controller/extension/shipping.php
admin/controller/shipping/auspost.php

These first 2 are the same, but the live server also has:
admin/controller/extension/shipping/auspost.php

The same applies for modules, payments, etc.

As I said, these are both running on 2.0.2.0.
I did have a failed attempt at updating the live server to 2.3 (yes I know...), so I'm guessing that somethings in the DB have changed from 2.0 to 2.3
Any ideas where to start to fix this?

before your upgrade to latest version you should make the whole backup files and database. Use it!

I know that... However, I didn't do that and now I'm looking for a way to fix it.
