Incorrect Default frontend language

I am using v2.3.0.2 and have two langs. installed (default English and Spanish)
I have set System/Settings/Local to Spanish, and under System/Localization/Languages it is showing up as default.

Admin defaults correctly to chosen lang., but not the frontend.
I have cleared the cache and cookies (even installed a separate browser), but English is still the default on the front end.

Is this a bug? Can I force it to default to Spanish?

After playing around a bit, and installing another browser in another language, it seems to be working correctly.

My assumption is that OC is detecting browser language and automatically choosing this as opposed to the system default.

Can anybody confirm this?
