Charging VAT globally

Hi... I have notice our international customers are not being charge our VAT rate when checking out. I have read a couple of posts regarding things similar to this, but they don't make sense?

So, this is how I think I would do it (please correct me if I am wrong). If I go to admin/system/Geo Zones/UK VAT Zones

I can set for instance United States to 'All Zones' I will have to do this for every singe country.

Is that the correct way to do it?

UK taxes are not payable by customers from outside the UK.

I thought if the person I am sending to does not have a registered VAT account in their country, I should still charge them UK VAT rate?

Really confusing.

You can only charge a UK VAT to UK customers.
