Make sure you created a api user and assigned in admin - system - setting - options.
And also site is not in maintenance mode.

thanks for help. I have read your instruction. It is for upgrade from 1.5 to 2.1 or 2.1 to 2.2.
I have never upgraded my OC. they are fresh install of 2.1.0.2 and 2.2. Your instruction did not mention to fix cannot edit order error.

yes, I searched forum before adding this post. My cart not in demo. After login to admin always ticked right sign on top to add API IP. I checked API. Tried to create a new API. all not work.

Yes, it does not mention "edit orders" directly because that is a symptom not the problem. Fixing the problem cures the symptom not vice-versa... also your problem is with the customer.php file not "edit orders" that is where you see the symptom.

Fix: Fix Customer.php file Syntax Error - aaron1988 - v1.0.0
Fix: Fix Address.php file Syntax Error - v1.0.0

Which is included in

Changes made to correct issues in OpenCart for v2.1.0.x

Solution for "error undefined" message in V2.2.0.0

Sometimes the same fix is needed for multiple versions...

I dont think its possible to scroll through the order details using the tabs at the top, but if you scroll down the page you will see a continue button which you use to goto next tab
