With the postal service, it's not critical, but carriers like UPS and FedEx require a phone number in case of a delivery issue.

Can someone point me to a modification or extension module that will add a field for a phone number in the shipping address (if different from payment address) and make it required?

Have you tried custom fields?

Go to admin>Sales>Customers>Custom Fields

That's better than nothing, I suppose, but it seems to be a "stop-gap" measure, rather than a good feature.

Ideally, you'd want that to appear in the "Delivery" screen only, and be required. The way that is implemented in Opencart currently adds it to both the payment and delivery screens, and you don't want to make it required, in case there is no different shipping address.
