1.4.x to 1.5.1.3 Upgrade problems

Hi everyone, after upgrading from version 1.4.x to 1.5.1.3 it appears that the site has lost all image and CSS information. Any help would be appreciated.

We have cleared cache on both local and server side, disabled all modules and also uploaded 1.5.1.3 default theme.
