Problem with Paypal

Hi,
My shop works with oc2.0.1.1. I am currently upgrading to 2.3.0.2. However, the Paypal payment gateway does not work.
The checkout process is going well until the redirection to the Paypal site that displays this screen:
This operation is not working right now. Please retry later.
I tested in my shop(online) and it does not work anymore
Do you have a solution to offer me? I can not upload this update because no payment method works.
