Local hosting

I cannot find a definitive answer to this on the forum lists. I will require 3 to 4 months to develop my site which will include a couple of thousand inventory items. Rather than pay an outside host for this period, is it possible to download and install opencart locally on my computer and then transfer everything over to a paid host when I have everything ready? Thank you in advance for your help.

Yes sure, you have a lot of solutions to do it. If you work in a Windows environment, you can check ampps, wamp or xampp. If you use Mac, check mamp. They are the simplest ways to create local installations.
