Not really.

Every user who register can have their own shops.

Not possible with OpenCart at the moment, and frankly I don't see any usefulness for this. Presumably each admin user is supposed to have his/her own range of categories and products in the database, and possibly his/her own store frontend (catalog). If the latter is the case, you might as well set up several OpenCart stores, where each store uses it's own database. The databases can all run on the same database server, most webhosts allow more then one database.

Sounds complex and confusing, kinda beyond the scope of OpenCart.

I'd not be expecting this feature to be introduced any time soon.
