Tax Class and tax Rates Missing from Localisation

I am unable to add tax classes and tax rates. Localisation drops down to taxclasses but tax class and rates do not drop down. standard install and latest version of OC. They did exist but have changed once i added vqmod.

Receive this when I click on tax classes.

Fatal error: Class 'Controllerlocalisationtaxclass' not found in /home/x/public_html/sitename/vqmod/vqcache/vq2-system_engine_front.php on line 45

Reupload the default admin files

Clear your vqmod/vqcache folder

I have seen this a few times even with a clean install of 1.5.1.3 without any modification.

Try to re-upload the admin\view folder.
