I am not a vendor or web dev, just a consumer. I registered to see if you guys could fix this bug that I've seen for years. I don't even know if this is even an issue with your software but its caused me enough trouble its worth trying.

You are missing the biggest province in the Philippines in your drop down list. That is the National Capital Region (aka NCR, aka Metro Manila).

This causes billing to fail if the webstore makes the field un-editable and it always requires having to add a special note to ask the vendor to correct this problem for shipping.

If a zone is missing, You can add it manually from the admin panel / system / localisation / zones / add new
