Now I experience myself how much you pay each time to get your business running the way you want. Somewhere that's true. I suppose you'll be able to get a translator at work to see what you get for your money.
I don't think it's technically illegal, as long as they include the license statement, but I find it kind of slimy when someone charges for features that are part of the free software they're installing, making it seem like they're providing them. It's *much* better, in my opinion, if they make it clear OpenCart includes X, Y, and Z, and they'll be charging you for installation and customizations A and B.

You call it only slimy and talk about just features of a free program, my first reaction was this is criminal because they sell a free program for big money.

Well there's nothing in the gpl that says they can't sell it for any price they want, however since it is gpl if you buy it from them even the modified version you can turn around and give it away for free if you want, and they can't stop you because the gpl states they can't restrict how you distribute it free or paid. It's the same clause that allows them to charge for it.
