how to add pop page

Hi all...
I need to make a pop up page like Terms & Condition or Privacy Policy in shipping page. The costumer will know about the shipping services so they can choose which one will the best for them. The page will show up in the same window but not replace the shipping page. Just like Terms & Condition when costumer in payment page.
How i can do that?
