2 weight based scheme w/ 1 not availible over certain weight

I can't seem to find how to set up a weight based scheme where it would be unavailable over a certain weight. I basically want to have two set ups. I want first class available up to 8.7oz, and Priority Shipping always availibe.

First Class shipping - 3:1.90,6:2.90,8.7:unavailable
Priority Shipping - 11:5.70,15:7.90,24:10.20,40:14.95

Is there a price code to negate the option?
