Hey,

Wanted to know if this is possible!

I want to offer free shipping to some customers. For example, a lot of customers cost less than $10 to ship to. TO them I'd like to ship free.

But if a customer is in a really rural area it can cost $15-$25

For them I'd rather them pay the shipping minus $10

Any way to do this?

Sure, one way would be, to use one of the FREE SHIPPING 'CONDITIONAL' Extensions, and define FREE SHIPPING to GEO ZONES, something like shown below. Basically !

You'll need a total-based shipping extension that can define which areas are "rural", beyond just states. Formula-Based Shipping can do that for zip codes and total, so it should be able to create the rates you need.
