Manual Checkout

is there a way of having a manual checkout system - I am having an issue with being based in Australia and when someone uses paypal, within australia or internationally it changes the amount to US dollars collected instead of aud,it does not do a currency conversion it just collects the amount that was stated in australian eg: $20aud it collects $20us, I felt that it would be a better solution for a manual checkout to be able to offer cheaper postage at the same time
