When making an order with PayPal Express, after making the payment with PayPal, the customer is returned to this page in the store:

/store/index.php?route=checkout/shipping
The shipping details were already added prior to the customer making the payment, so there is no need to come back to this page.

The customer then clicks "Continue" and is taken to the "Checkout Confirmation" page. Upon clicking "Confirm Order" the customer is then taken to PayPal again, makes the payment (what would seem like again) and then is taken to this page:

/store/index.php?route=payment/paypal_express/DoExpressCheckoutPayment
Where this error is displayed (despite making the suggested code change):
Error: E-Mail to required!
The order is still processed, though that's not obvious to the customer, but they are billed twice.

There isn't a return page enabled in the PayPal settings.

I have already applied that fix. I could have been more clear about the way I said that I had:
