Top Header Bar

I was looking at other sites and came across this one http://demo.opencart-help.com/oc15/ now its going to sound odd since you can see the site is very basic and plain. but however i really do like the bar on the very top of the page.

I really liked it enough to suggest that it should be part of OC or at the very least have the "Gift Voucher" up on top also. because having it in the footer is alittle to hidden in a way.

a standard 1.5 OC install has this layout above the menu bar.

I suggest if the idea of the extra bar not be accepted atleast use this layout

This would put gift cards in the face of visitors to the site, and would create more impulse buys to help generate more profit from those people that are shopping for quick gifts. with the Gift Voucher in the footer the customer will not see it right away and if this customer is in a hurry they may just move on to a different site for faster gift card services.

Could you let me know if this template is available to download anywhere?
