We use MySQL servers that aren't on the web server, so using a socket connection to localhost isn't available. Also, we only allow clients to connect to our MySQL servers over SSL.

Possible solution (for MySQL)

config.php:
define('DB_SSL', true );

system\database\mysql.php
$ssl = 0;
if ( defined('DB_SSL') && DB_SSL !== false ) $ssl = MYSQL_CLIENT_SSL;
if (!$this->connection = mysql_connect($hostname, $username, $password, true, $ssl)) {

This creates a new connection and does it over SSL if the person set the DB_SSL value to a non-false value in their config.php.
