yes you can, but likely not in the way you are thinking. opencart themes are not one html file.

i think however someone could with a little effort write a plugin for dreamweaver to use with opencart.

I know theres one for Joomla CMS.

well joomla themes are not nearly as complex as OpenCart. They ARE essentially a single html file where OpenCart is not.

You can customize headers, etc but Dreamweaver automatically adds </body></HTML> at the end of a page when its opened. Remember to remove it before you publish or it will throw off the formatting of the page when viewed online.
