Why is there no more forgot password link in admin and user both ?
Anything changed with new version ?
Or there is an option to enable it back ?
well, a few minor things did change, but since you did not mention, what Version you use, it's rather hard, to tell you, what and where...Anything changed with new version ?

There is an option under System Settings to enable / disable it for the admin side. The customer side should always be there.

On customer login page, forgot password link is always enabled but for admin login page you can manage it from system setting page.
from system setting you can enable or disable forgot password link for admin.
