Want to add new module

Respected All,
i want to add a scenario in my store. when user came to my site, a dialogue box will open in which age restriction will b available. user enter his age and system check the age it is under 18 or no. and also save cookie for this user. admin can view this user ip or cookie and can delete this cookie. if cookie is available then dialogue box should not open
