You haven't provided enough details to really help you here.
In general, make sure the products are all defined with Require Shipping = Enabled
Also, make sure to use the correct geo_zones.

Now updated for the latest OpenCart 4.1.0.x versions. OpenCart 4.1.0.1 or later handles product codes, such as sku, upn, ean, jan, isbn, and mpn, differently compared to previous versions, hence this latest update of the Export/Import tool.

OC 4.1.0.2 still appears to have some issues with SEO URLs when installing another language, though not the one reported by the OP on this forum thread here.

I just tested the OC 4.1.0.2 for a few minutes, already came across 3 bugs (github issues #14705, #14704, #14702).
So I think it will need to go through an intensive testing stage by both the public and developers before we can reach a stable version in the 4.1.0.x branch.

There is never going to be a perfect upgrade tool, simply because of too many poor quality extensions. Extensions don't even have built-in upgrades either, not even a simple version support checker.
