It's actually just CSS, not javascript, so there's very little chance anything bad will happen. Other browsers will just ignore the CSS, so I don't any reason why it would hurt to add it (unless you like the "stepper", of course).

It sounds like what you actually want is a multi-vendor extension for OpenCart. That way sellers have their own areas to add their own products, but you control everything through the admin panel as the true admin. There are a couple of those types of extensions in the marketplace, so check them out...

Those are hard-coded in the footer file, so you'll need to directly edit the template file. It's this one:

/catalog/view/theme/YOURTHEME/template/common/footer.twig

Don't forget to refresh your Twig cache after editing it, by using the gear icon in the upper-right of the main admin dashboard.

Also, if you're creating a live store, use an official version (either 3.0.3.2 or 2.3.0.2). The alpha/beta versions will have bugs, guaranteed.
