Coupon Behavior?

If I set a coupon for 1 use per person (unlimited total uses), am I right and assuming that guests would still be able to use it like it were unlimited per person as their use would not be tracked?

I see this was never implemented in the core. 2.3.0.2 has Paypal Satndard as 1 line item of Shipping, Handling, Discounts & Taxes yet. No fix for 2.3.0.2?

Paypal Standard gives the customer the screen where you can use a debit or credit card w/o a Paypal account.
Paypal Express also can, but you need to add a couple lines to the code.

Paypal Express - No Tax
I am using 2.3.0.2, Paypal Express Button
Scenario: If you put an item in the cart, don't do a shipping estimate and immediately go to Paypal Express via the button, tax is never calculated or added to the order. Anyone have a fix?
