Check the "spam" folder of your email-account.
if there is nothing - provide next info:
- is there was some changes applyed to the || catalog/controller/information/contact.php || file ?
- is there some specific template on your store or you got this problem with the default template?

I think that "changing environment variables" (STEP_4) is a really bad idea for getting multilanguage support.
Can you add a "Language" setting (select-input) based on a directories and files under languages directory?

I cant see any valid(?) reasons to set category_id SO BIG. what for ?! especially if you have only up to 1,000 categories... however if you really need this - forget about INT, BIGINT and go using STRINGS (char, varchar). but in this case you'll need to do some hard work... re-coding all those files...
