Just to note, you'll be lucky to get a developer that will code this all for nothing before you send them any money. I don't do any works personally without at leat a 50% deposit and I'm pretty sure most others will expect some form of up front fee

Probably just that it's easier to do. Deleting all of the old options, then creating new ones saves having to load the current options, calculate which are still in the database, delete the ones that aren't in the new ones from the database only and then insert the new ones. Softaculous will also remove all edits to any core files that you make, including disabling vqmod. its unlikely it will make changes necessary to your current database either, though I've not tested this out

Seen it plenty of times, but very few people that run stores will actually notice it. The main reason they won't is they're not shopping on the site while its happening. My live options is only a fix for the product editing under CATALOG > PRODUCTS. Its not something that could be fixed in imports. ...

You don't need to modify the options for this to happen. Simply editing a product will do this. This is because each time you save your products, the options are wiped, and re-made in the database - deleting the old option id and replacing it with a new one. That means when the email is trying to send, it's not given an email address. If this is a new install/clean install then you need to register the bug on the issue tracker on github (after searching to see if anyone else has had this issue and if theres a fix)
